Since issues, the factors that create them, their solutions, and their outcomes are constantly evolving, only those engines of progress can carry the weight of advancement that are capable of keeping pace with these rapid changes—and that can generate the flexibility needed to confront and respond to emerging problems, shifting factors, and evolving solutions.
